Here's my take: Re-claim Europe for the Roman Catholic Church, don't let Turkey into the Union unless they convert en masse and drive all heretics in the sea.

Doesn't it refer to the book of the Apocalypse where a lady appears with 12 stars (representing the 12 tribes of Israel- or the elect)?
